No, it isn't. You are confused, and clearly do not understand this.

There is nothing magical about defining the meter independent of the
speed of light and the second. This is different from what you are used
to, but every bit as valid, and MUCH more convenient (because previous
definitions of the meter were the limiting factors in modern precision
measurements).

The basic philosophy is now to use defined values for various physical
constants, so the derived units (meter, kilogram, ampere, kelvin, mole)
can be determined by physical measurements in any suitably equipped
laboratory. Anywhere, not just Paris.
